Referee Appointment Procedures Policy



The definitions related to this policy are:
District Association when appointing can look at other things such as: fitness level, attendance at educational clinics and ability. These additional requirements may only be imposed on district and youth referees.

District Association Designated Youth Referee:
Referee identified by the district association as capable and fit may receive appointments in selected higher level competitions and higher number of appointments which are available.

District Association Designated District Referee:
Referee identified by the district association as capable and fit may receive appointments in selected higher level competitions and higher number of appointments which are available.

Upgrading District Referee:
Referee who has completed all the necessary requirements and is included in regional upgrading program toward becoming a regional referee.

Upgrading Regional Referee:
Referee who has completed all the specified requirements and is included in provincial upgrading program toward becoming a provincial referee.

District Association reserves the right to deviate from this classification table when there is a need to do so (emergencies, not having enough referees required and etc.).

Any person(s) or group(s) (leagues, referee associations, etc.) that district association has given the appointment responsibilty to, can also deviate from this classification table if permission to do so is given to the appointer(s) by the district association's district referee coordinator before the match.
                        
In case of a failure to follow the referee appointment classification table, appointer(s) shall be subject to discipline by Essex County Soccer Association Discipline Committee.
                        
The Appointment Precedent Chart is as follows set by the Canadian Soccer Association:

  1. International Appointments
  2. International Representative matches appointed by The Association;
  3. The MLS
  4. The USL
  5. National Championships;
  6. PDL and W-League
  7. Senior Provincial League Competitions or equivalent;
  8. Provincial Association Cup Competitions
  9. Note Semi-final and Final ties in all Provincial Competitions will take precedence over PDL, W League, and Senior Provincial League Competitions or equivalent.
  10. University and College Soccer Leagues;
  11. All other Competitions of The Canadian Soccer Association.
  12. Youth Provincial Soccer
  13. Regional Soccer
  14. District Soccer
