PARK PROGRESS!
Dear ECSA Members,
The ECSA is pleased to announce the start of construction on
the buildings at McHugh Park these include Washrooms,
Dressing rooms for players and Referee's as well as a
Concession Stand and the new home of the ECSA. Please make

INFORMATION ON THE RFD AND RTD SUBMITTED BY ECSA WHICH WERE
APPROVED BY THE OSA
Please read:
Important Information on the RFD and RTD submitted by Essex
County S.A. which were approved by the Ontario Soccer
Association.
To all Essex County Soccer Association Members:
During the Summer Meetings Regarding the Elite Player
Development Plan, the member clubs of ESCA voted and
approved that the District Club Teams (F.C. Nationals and
Eastside Kickers) will only carry 15 players on the roster.
This was done so that three players on the District Club
Teams are not spending a lot of time on the bench. Instead
they will play with their club team in L4 or L5 so they do
get more playing time. This, of course, poses a problem for
any team (limiting them to 15 players) due to player
injuries, etc.
With this process, the District Club Teams will need to
identify and develop a total pool of 30 players and be able
to call up some of these players to ease and to maintain a
healthy playing roster. This will also allow player movement
at the elite level so the District Club Teams are dynamic
(another request by the Club members of ECSA). In order to
facilitate this process, the ECSA member clubs requested the
OSA to allow player movement from club teams to the district
club teams without filing for guest player passes Temporary
Registration Permits . Hence the development of RFD
2010-002:
“RFD 2010-002 was approved by the OSA Board. This will
permit the District Clubs to affiliate with all the other
Clubs in Essex County. Previously, each District Club was
limited to affiliating with only one other club.
The new policy goes into effect on March 8, 2010.”
What does this mean to all clubs in ECSA:
• The district Club Teams will identify a pool of 25 to 30
players for their L1 or L3 team.
• 15 of these players will be registered with the District
Club Team.
• The remaining 10 to 15 players will be registered with
their club teams that will play in L4 or L5.
• The District Club Team will be allowed to work with all
the clubs to draw 3 players up to L3 or L1 from the
identified pool of players or players that were not noticed
in the earlier process of player identification.
• This will give every player registered with ECSA the
opportunity to play at the elite level based on their talent
level.
• Player movement will not require the current paperwork and
costs to be incurred since the district club team will now
be affiliated with all ECSA member clubs.
• The Elite Player Development Committee is currently
working on the process of communication between the District
Club Coach, the Club Team Coach, Players and Parents to give
opportunity to all deserving players to move up when
necessary without much burden on either coach, club, player
or parent.
• This will allow more playing time for all elite players in
our district which will improve player development.
To all Essex County Soccer Association Members:
During the Summer Meetings Regarding the Elite Player
Development Plan, the member clubs of ESCA voted and
approved that the District Club Teams (F.C. Nationals and
Eastside Kickers) will be permitted to play at L4 if an L3
league does not exist.
The request was made by the member clubs to have ECSA enter
an RTD to OSA.
“RTD 2010-002 was approved by the OSA Board. This will
permit the Windsor FC Nationals and Eastside Kickers S.C. to
play in the Western Ontario Youth S.L. Under-12 Level 4
Divisions.”
What does this mean to all ECSA member clubs?
• If an L3 or L1 league does not exist in any particular age
group, the district club team (F.C. Nationals and Eastside
Kickers) will be permitted to place a team in L4 division
providing that an RTD is submitted and approved by OSA.
• For the U12 age groups, only an L4 league exists. Hence,
only the District Club Teams will be allowed to play in U12
L4 league.
• This was requested, voted on and approved by ECSA member
clubs during the summer meetings related to elite player
development.
• The basis for discussions during the meetings was to allow
the top players in the district the opportunity to play at
the highest level possible. In WOYSL, the highest level
division for Under-12 teams is the L4 Division. The first
season in L4 will prepare the players for play in L3 the
following season.
• In order to assist the District Clubs to operate teams at
Under-12, no Clubs will be permitted to enter a team in a L4
Division where there is no L3 Division for that specific age
and gender. This will ensure that the District Clubs do not
encounter any competition for players (from other Clubs)
wishing to play in the WOYSL.
• The team finishing in first place in each Windsor and
District Soccer League (WADSL) division at the Under-11 to
Under-17 age classifications will be promoted into the
Western Ontario Youth Soccer League (WOYSL) Level 4 Division
providing that there is a WOYSL Level 3 Division for that
age and gender. No team will be promoted from WADSL into a
Level 4 Division if there is no Level 3 Division provided by
WOYSL for that specific age and gender. This is regardless
of whether there is a District Club team playing in the L4
Division, or not.
